I don't normally make resolutions for a new year, and most of the time when I do, it's more to note things that I'm currently not chuffed with at the time I'm making them, rather than any kind of aspiration. Less resolutions, more ideas for things that might make the world suck a bit less.
When it comes to actually achieving something, it's all down to planning and milestones and goals and all of that jazz, but as you say unless it needs a time limit that doesn't actually help. But I never start anything like that with a new year. Feels a bit weird to do so, like I'm not doing it because I want to but because people expect me to.
